Packet submission

A packet submission tournament is a tournament that requires participating teams to write questions (frequently, an entire packet) if they are to play. They often have exceptions for inexperienced players. Some packet submission tournaments will allow players to pay an increased entry fee in the way of a packet penalty if they do not complete a packet.
