Protests

I guess this issue necessitates a proper definition of what a protest is. Many things that are clearly allowed by the "clarification time-out" rules are what NAQT rules call a "procedural protest", and there are aspects of "factual protests" (again in NAQT terminology) that would not fall under "protests of answers to questions". Perhaps the whole issue is impossible to address satisfactorily because the IESA does not define almost any of the relevant terms (including, in particular, what "answers to questions" means). In any event, it does not seem correct to claim, categorically, that "protests are not allowed in IESA matches", only that certain types of protests are not allowed.
