Ah, but we don't need the "average" Penn Bowl attendee to write 
questions. I mean, consider this: there were 8 teams in the final 
single elimination playoffs. I think the teams were Chicago A, Yale 
A, Rochester, VCU, Berkeley, Michigan A, Michigan B, and Maryland. 
They can all be considered to be at least good and at best excellent 
teams. Each of these teams should be able to contribute one full 
usable packet. Surely the other 56 teams in the tournament must have 
7 usable packets between them! Keep in mind that there were many 
good teams that did not make the playoffs, including Princeton, and 
TA&M, who weren't eligible to win the tournament, and, in fact, 
wrote the final 3 playoff rounds. So the idea is not that far 
fetched.
