A more interesting scenario would be that the pre-paid entry fee 
would be the minimum allowed entry fee for a competition.

Of course, this would only work if people actually announced 
tournaments more than 1 month ahead of time.  For me, preferably 3 
months.  Ideally, at least a semester ahead (so some of us can 
actually budget in expenses for our student activities fund 
requests).
