Now that SE and KCQRL results are in, I have made my final ICT 
prognostication.  Hopefully I haven't screwed up due to errors, but 
you never know!

Hosts--except for UGA, I think everyone is budgeted for a D1 team.
D1 UG Champs--Only 3 regions were eligible (4 or more all UG teams 
in D1).
