We haven't had house moderators before.  You're right, with an 8-team
field (which is what we had last year), we needed two teams taking
byes each round, but that worked out well because then there were two
teams from which to draw staff.  In 2001, we had 7 teams, with a lot
of inexperienced players, and we actually had three teams with byes in
each round except one.  At VETO we also pull off stunts like having
more experienced teams help novice teams with their packets, and then
make sure that both teams have byes during the novice team's round.
