Hi,
I happened to run across your message and thought I could provide a 
little bit of advice, since I started a quiz bowl club here at Rose-
Hulman this year.

The first thing to do is ask other people who might be interested in 
quiz bowl to get together a "core" of people who are
dedicated to 
helping out.  If you don't know other people who are
interested,you 
might see about sending an email to all campus.  We held a meeting 
to discuss and plan the first meeting, and reserve a room.  Make 
sure you give yourselves enough time to plan!  We also sent out an 
email to all campus to announce the formation of the club.

Moreover, you should work on getting club funding as quick as 
possible so you can pay for a buzzer system (if you don't have
one already) and tournament registration.  It usually takes a while, 
so start early, and hopefully you can get funding by the beginning 
next year, depending on what your school's policy is.  If you
have a club relations director, or some similar authority, make sure 
you talk to them early when you actually do decide to start.  (We 
were lucky that our school already had a buzzer for its College-Bowl 
tournament, but we have to pay out of pocket for tournaments until 
we get final approval for club status.)  New buzzers go for about 
$300-$500 a pop, so you might check ebay or ask if anyone has one 
for sale here.  But in the meantime, you can always play slap-bowl, 
or trivial pursuit.

link).  For practice questions, you can use the Stanford Archive 
(http://quizbowl.stanford.edu/archive).
