Rochester chages $12 to unlock technology-enhanced classrooms, such as
large lecture halls, before use and $12 to lock them up again when done. 
This is the only charge assessed.  Other rooms are free to use as long as
they are reserved, so we generally pay $24 to run a Saturday tournament,
for a single lecture hall.

That said, I (as business manager) find even that to be kind of
ridiculous.  To have to pay $45 per room would smash our expectations of
making money on tournaments.  I don't know what kind of budget your team
is given or what sources your money comes from, but if Rochester made us
pay fees like that we'd be forced to stop hosting altogether.  You've
clearly got some grounds for complaint with Stanford.
