Pretty difficult assessment, and there will probably
be unhappy people whichever way the decision goes.

I (and I hope at least some people out there agree
with me) believe that the top D1 team in South (Rice
UG) and Canada (Cornell) probably have a legitimate
claim despite the field.  Northwest's overall small
field size is another matter, but the top D1 team is
taking a D1 auto-bid anyway.

LSU Green (South) and Toronto A (Canada) will be a
tough call.  If it comes down to those two, I would
say offer the invitation to LSU, since they can
probably afford and organize a team for an ICT within
the same state... (whereas Toronto has told me they
can't afford or organize a team for an ICT
out-of-country)

By the way, best of luck to all teams attending the
ICT.
