I understood completely what you said. What you're suggesting is 
analgous to the NCAA telling conferences such as the Southland and the 
Sun Belt that they're going to take away their guaranteed spot in the 
NCAA tournament just because they're not as strong as the ACC or the Big 10.

The ICT needs to be representative of every region on the continent, and 
while I'm not expecting a half-dozen bids out of Canada-East, I think it 
is very important that each sectional's winner be invited, no matter 
what their statistics happen to be. That way, teams do feel that by 
putting up a good performance against other teams in their region, they 
receive that opportunity to represent the other teams from their region 
at the top level.

Additionally, this year, Eastern Canadian teams also aren't as terrible 
as you paint us, as well. Eastern Canadian teams have gone up against, 
and soundly defeated, teams from well-established (and even ranked!) 
American programs (Brock vs. Michigan back in October in Rochester, 
Ottawa over Brandeis at this past SCT)
