Quizbowl relevance - look for the 12th Amendment
to show up once or twice. And to answer the question
posed, look at Article II, Section 1: "Each State shall
appoint, in such Manner as the Legislature thereof may
direct, a Number of Electors....". If the idea is to get
off the ground, go with the legislatures.
