It has happened. In 1876 Tilden
had 51% of the popular votes and lost to Rutherford
(Rutherfraud) B. Hayes. Given that Florida and Oregon are still
up in the air, many parallels can be drawn between
that election and this one. While I support the
Electoral College, in both cases it changes an election
with a clear victor in the popular voting into a giant
mess. My feeling is Florida has to make a good faith
effort to get the Buchanan and double presidential votes
straightened out or the election and the eventual winner lose
all legitamacy.
