While
I can't explain the rationale for how the regions
were divided, keep in mind that the CBI regions are
(were?) the ACUI regions and were designed to have 15
North American regions each with roughly the same
number of member schools. Which explains why CBI regions
often seem strangely drawn. They weren't first designed
for our purposes.

Of course it still does seem
odd that Illinois was put in one region while
Missouri and Minnesota were in another.
