I don't know that it's any quicker to get an
answer here than to email NAQT directly, since you need
an answer from NAQT -- but in any case:
No, a
team does not need to be Canadian to attend the
Canadian sectional -- any team may attend any sectional
they find convenient.
As to the second
question, a team is a group of players who each meet our
eligibility requirements as students at the same institution.
It makes no difference to us what their status is as
a club or team within that institution. If even a
single student from Wassamatta U., which otherwise has
no team, wants to come play as the team from
Wassamatta U., that's fine.
