The difference is that the ACF question (which is
better structured) was for 1999 Regionals. Despite the
FUD around ACF, the regionals tournament is designed
to be of moderate difficulty, and this tossup
reflects that.
The NAQT tossup was at what is
purportedly a nationals tournament, from this year, no
less.
I'd hate to have to determine the best team in the
country on tossups like this.
