Just to restate the question: I have things that
work perfectly for all odd numbers, and for all even
numbers in submission tournaments. I can generate the
pairings for central-source tournaments with even numbers
of teams; my only problem is distributing the rooms
evenly that they play in. For example, for an 8-team
event, one should -- I guess -- be able to distribute
the games such that, for rooms four rooms A, B, C,
and D and teams I, II,...,VIII,

where the number is the number of times a
team plays in that room; distributing matches as
evenly as possible is, of course, very important for any
sort of timed event.

What I'm looking for is
either a way to distribute the rooms evenly for a
tournament with, say, 8 teams and 7 rounds, or a proof that
evenly distributing the rooms is
impossible.
