This is a policy that reverberates throughout the
school system. There are entrance exams to every school
level: elementary, middle, and high school, and college.
Even worse, you can only take an exam for ONE COLLEGE
ONLY in a given year, so if you don't make it (which
is often the case) you skip a year getting tutored,
or God forbid, get drafted into the army. It used to
be that way for primary and secondary schools as
well, but now that only holds true for magnet schools
like Seoul Science (5% acceptance rate!)

Unlike
the American system, the fact that only one exam for
one college can be taken in a given year, means that
if you fail, you can't get into any other school.


However, college is really, really easy. They don't want
anybody to drop out, so they end up with a 98% graduation
rate, even at the lowest levels.

South Korea is renowned for having entrance to its
colleges determined by a set of entrance exams - so much
so that the week is referred to as Exam Hell (Nikshi
Jihok?) - so that argument wouldn't seem to hold water.
If you want to expand the argument, it would seem
that qb would be perfect for practice, since you
already have a rigorously established canon.
