I think the main thing is to get people from your
club/team to outside tournaments early and often. (FWIW, I
wouldn't recommend starting with something like the
Chicago Open.) Tournaments like the Route 66 in Norman,
OK, on Oct 6 and the ACF and TRASH fall tournaments
are a good place to start. Rumor has it there might
even be a tournament restricted to new teams on the
Sunday after TRASH regionals at A&M, which would double
the bang for your transportation buck. 

For
more developmental issues, you might consider looking
at the Maize Pages that Craig Barker maintains, and
contacting people at nearby programs (such as UH-Downtown or
A&M). You might also consider hosting an intramural
tournament; at least here at Texas Tech, general interest in
quizbowl peaks around the time of the annual fall CBI
tournament. If your club hosted an IM tournament shortly
before something like the A&M tournaments, for instance,
you might get quite a few people roped in.
