Only on usenet, creation of a new group requires RFDs
and CFVs -- perhaps too much bureaucracy, but at
least users are allowed to discuss and determine
whether the proposed split is the right way to go.
Levinson's free from that red tape, but his decision to
create the group he created now seems arbitrary,
format-biased, and oh so 1996.
