Declaring War

In response to Kristen's post:

It's not a
bad thing to declare war. However, on whom are we
going to do it, exactly? Ok, let's just say Osama Bin
Laden is the target -- where does one start with the
attacks? We cannot just bomb any country that harbors him
and we certainly don't know his whereabouts well
enough to pinpoint him or his forces. The point is that
a war right now is really going to be against
innocent people that happen to be in the vicinity of
whomever we feel we need to dispose of. Neither NATO nor
the U.N. will stand for such a thing. Besides, if the
pilots who hijacked the planes didn't care if they died,
why would anyone, all the way up to Bin Laden
himself? As a journalist, I look at this like a story on
which I have only speculation from people who weren't
actually AT a crime scene but heard about it -- I don't
have anything concrete to go on and so I should
proceed with utmost caution until I know something
definite.
