Two quick points:

(1) Personally, I think
that NAQT's system, while perhaps not perfect, is
certainly a fair one. I don't see any fair way to determine
that a player who would otherwise be eligible is "too
good" to compete in DivII. Perhaps there is one, but
I'm not sure if it can be done without being open to
manipulation of one form or another.

(2) Moreover,
consider the 1998 ICT. Andrew Yaphe, the #1 scorer, had
96.4 PPG. Tim Young, John Kenney, and Steve Watchorn
(#3-5) had 55 PPG each. Those numbers are almost exactly
the same as the ones you criticize.
