Update:

We are testing the undernet network rather than DALnet 
because DALnet requires ident, which some ISPs seem to 
block.  Undernet is a bit larger.

An address for this is:

mesa.az.us.undernet.org

(irc.mindspring.com seems to be blocked for some users)

I suspect other undernet sites will work, but this seems okay for 
now.

Well over two dozen people have been through so far.  (I don't 
know the number of unsuccessful attempts if any).  Since there 
are still people there at 8 am, I assume it is working.

 Alternatively try mIRC (for Windows) IRCle (for Macs) or xchat 
(among others for *nix) - another nice thing about IRC is the 
wealth of client software.
