IRC operators: first batch

The first batch of operators for the IRC channel have been selected. 
Pending acceptance, they are: Matt Weiner, Leah Williams, Kelly 
Affannatto, Jason Paik.

Abilities of an op:
1) automatically opped on joining channel
2) can temporarily op others
3) can unban banned people
4) can change topic line
5) can kick people from the channel
6) can temporarily ban people from the channel

Things ops can't do:
1) create new auto-ops
2) permanently ban people from the channel
3) change channel modes (private/password/etc.)

Responsibilities of ops:
1) exercise restraint in fiddling with channel settings
2) kick & ban only if someone's doing something wrong (flooding, 
spamming, or otherwise disrupting the chat environment), not if 
someone just gets on your personal nerves
3) ops are responsible for the actions of people they op.

Ops were selected under the following criteria:
1) Volunteering for the position
2) IRC experience
3) Demonstration of responsibility & maturity

For the moment, all ops are sophomores or higher. This is not a 
policy decision per se, but a guideline.

Authority:
The decision of who to create an op was made by David Levinson and 
me, effectively by fiat. To volunteer or nominate someone for op-
ness, or comment on operations, post to this board or e-mail 
ers_at_... (me) or davidlevinson_at_... (David Levinson).
