The Q thrown out of the DivI finals

As those of you who were there saw, there was a question thrown out
of the DivI finals because of buzzer malfunctions. [The problem was
not with the Q, as a -5 on the Q was allowed to stand.]

With NAQT's permission, I present the text of that Q here:

A February 1992 editorial in the ~Wall Street Journal~ called one of
them "political pornography." The basis of such lawsuits as ~Shaw v.
Barr~ and ~Thornburg v. Gingles~, in March 2002 a court held that the
current ones--which include one more than in (*) 2000--are also
illegal, causing the postponement of primaries scheduled for May
2002. For 10 points--name these geographic regions, which now number
13, which once included the infamous "I-85 district."

answer: _North Carolina congressional district_(s) (accept
equivalents and prompt on partial answers; accept _gerrymander_ until
the word "Shaw," after which prompt for more specific)
