It was consistent with the announcement, although not with what was 
printed on the schedules in each team's packet.  Also, it seems 
somewhat inconsistent with itself: We don't want to use head-to-head 
as a tie-breaker, so instead we'll play a head-to-head tiebreaker, 
only in many cases it consisted of only a half-game, therefore 
lacking even whatever validity that the h-t-h in the round robin had.

The format used this year had one major advantage over ladder play, 
in that on the second day teams could play other teams at about 
their skill level without having to face the same team 2 or more 
times.  I think this was particularly important in D2, where many of 
the schools didn't realize that juggernauts like Yale and Michigan 
are not the norm.
