I'd be careful in using Mr. Whited's definition
of a circuit tournament: the comment on 'licensed
CBI tournaments' would seem to give CBI a nice case
against the HBCUs.
What might work would be
'practice matches' along the line of guerilla tournaments -
the main difference being that there are no prizes,
and probably no fees (to emphasize the idea of
scrimmages). Teams simply bring their own questions (already
photocopied) and take on each other. The host reserves rooms,
makes a simple schedule, and tells people where to
meet: theoretically simple if it's rotated.
This seems to be an acceptable version of CBI's
comments and it won't get anyone disqualified.
