How to Fix the Top 25

This subject came up in the chatroom, and three
suggestions were offered. I will summarize them as well as
what I perceive as their strengths and
weaknesses.

OPTION 1: Vote by Invitation
Tim decides who is a
responsible voter, and only those people get a
ballot.
STRENGTH: No joke ballots, because none of those who submit
jokes would be allowed to vote.
WEAKNESS: The Top 25
wouldn't really represent the voice of everyone, but the
same few.

OPTION 2: Spilt it into six different
regions and have multiple Top 10s.
STRENGTH: No one
can complain their region is
underrepresented.
WEAKNESS: Wasn't the whole point of the Top 25 to see where
people stacked up nationwide?

OPTION 3: Have
everyone own up to their ballot in public (much like I do
with the Media Guide).
STRENGTH: Joke ballots would
be severely discouraged.
WEAKNESS: So would all
ballots.
