I'd advocate doing this
in tandem with a national poll. The age-old problem,
however, is who is in what region.

- more people vote?

One of the major
problems with any poll that has few people voting is that
each person has a lot of power. Quasi-legit ballots
can be submitted at any level (MLB MVP), and one of
the best ways to combat this is to have more
voters.

If there is some insistence on limiting ballots, one
may wish to consider allowing each club to submit
only one ballot as a club, which would probably cut
down on strangeness
