After posting, I remembered the format used at last
year's NAQT nationals. I believe they had Swiss pairs
for the regular rounds of the tournament. Afterwards,
there were a couple "pro bowlers tour" rounds where
teams could improve their position by challenging the
team above them. Then finally there was a 2/3 between
#1 and #2. 

But I agree with Samer and see
nothing inherently wrong with the format they used given
the circumstances, nor with the occasional upset.
