Firstly, welcome! 

As for funding travel & buying equipment & questions, Vanderbilt's 
is pretty much left to make our own way.  We host high school 
tournaments, for example, to make some money for us to travel, pay 
hotel bills, a new Judge, etc.  Every university is different.

However, there may be something else that may help your case out a 
_little_ bit.  

1) Back when I was an undergrad (1987-92), Stetson fielded a team.  
I am foggy on details, but they went to several tournaments.  I know 
things may change between then & now, but there was at least for a 
while a "tradition" on intercollegiate competition for your school.  
That might intrigue the "Powers that Be." You might want to try to 
research the old team's status, charter/constitution (if they had 
one & you can find it), and general history.  That could give you 
some minor ammo. 

2) Another selling point that actually helped us get started 
initially at Iowa was being able to show that "rival" schools 
competed.  We got very little money as a "start-up" (& we became 
increasingly self-sufficient), but we actually got an increase in 
the start-ups funds when we mentioned that in-state rival Iowa State 
and other Big 10 schools like Minnesota had competing teams.  

These things may help; they may not.  Just some odd things that have 
helped in my past experiences...
