My answer to this is probably less satisfying.
We do not publicize our distribution because we want the ability to
tweak it from year to year without generating a slew of complaints or
discussion. We count that as one of the fringe benefits of not
having a packet-submission model.
People are welcome, however, to go through our sets in order to
reverse engineer and publicize our distribution--we can't really keep
that secret given that we publish our questions.
