Is this system fair?

This is the system used for determining rank at
CP2:
1. Square the number of games won
2. Total the
teams' total points scored, and divide that total by the
team which scored the greatest amount of total points;
multiply this number by the number of games played, and
square that number
3. Determine the greatest possible
sum of the numbers obtained in steps 1 and 2 (2 times
the square of the number of games played)
4.
Subtract the sum of the numbers in 1 and 2 from the number
obtained in 3
5. Rank teams from 1st place to nth place
in order of the number obtained in 4, with the
smallest number receiving 1st place and then going in
order to the higest number obtained in 4 receiving nth
place. Break ties by examining head-to-head
record.

Ignoring the erroneous assumption that the sole goal of
the tournament is to win games, does this system have
any inherent unfairnesses in it that we didn't
spot?
