Has anyone ever considered average ranking per
packet as an alternative to average points scored? If a
team submits a particularly difficult packet, they get
the advantage of not having their score dragged down
when they don't play that round. Instead, figure a
team's rank among all the scores for that packet and
average those ranks for the entire tournament. If this
were used as the second half of the system for CP2, it
would give additional bonuses to victories, but would
reward high-scoring losses and penalize low-scoring
victories.

Also, assume that the packets are not incredibly
imbalanced, but the specific questions are right up a
particular team's alley. They manage to score 400 points
when the next best team scores 250. I think that team
should be given credit for high score, and no more,
regardless of the margin that they exceed #2.
