Joon raises some good points here, but I'm not
sure I entirely agree. First of all, just because
something is good (people learning things as a result of
playing QB) doesn't mean that we need to tailor formats
to try to reward it in terms of results. In a
strictly "Prisoner's Dilemma" kind of way, such a strategy
lends itself to abuse by those people who will memorize
a few facts about a given subject because they're
likely to hear them in a question; doing such a thing
will not only not increase that person's real
understanding of the topic, but make it very likely that that
person will NEVER bother to understand it. And in any
event, any format or system designed specifically to
"reward teams who work at the game" (I'm still not quite
sure what this means) would be biased against new
players.

Formats ideally should consist of some combination of
depth-of-knowledge combined with game-related attributes (speed,
anticipation, team play, whatever); it is not the business of
the tournament director to pass judgment on whether
these skills were gained from "work" or not.
