holders and ICT hosts should get automatic bids just like
the World Cup as well.

and would suggest that any team considering a host
bid make this a condition for their bid.

not have enough staff to run the ICT
effectively]
I am wondering: are there any means to "compensate"
the host by giving them an automatic slot to the NEXT
ICT? At least that way each host gets some benefit for
the team to play.
