I am confused by your message;
under NAQT's rules this year, no more than 29 teams
could possibly receive guaranteed Division I spots, and
that assumes that all overall and undergraduate
champions are distinct and all SCT hosts opt to use their
automatic bid in Division I.
(That's one host, one
overall champion, and one undergraduate champion from
each of nine regions plus two from Great
Britain).
Where does your figure of 33 come from? No teams
besides the champions and hosts are guaranteed spots at
the ICT.
