Can a Div II team win Div I Undergrad?

Some of this weekend's NAQT sectional tournaments
may have Division I and Division II teams playing
each other, because there aren't enough teams to
justify segregated play. At such a tournament, is a
Division II team eligible for not only the overall
"Division I" title (which Division II teams from Harvard
and Texas A&M won in their respective CCTs in 1999)
but also the "Division I (Undergraduate)"
title?

Given NAQT's history of allowing Division II teams to
win the overall Division I title, my initial guess
would be that the answer is "yes". However, the list of
last year's SCT champions
at

shows that at the NW Sectional, there were "No teams
eligible" for the title of Division I Undergraduate
champion, even though Division I and II played in a common
field, and all of the teams in Division II were, of
course, undergraduate-only.
