Peter:

NAQT's requirement means only that teams must be
_offered_ 12 games; at some SCTs in previous years, the
schedule was set up in such a way that some teams were
only guaranteed nine. There is no feasible,
_enforceable_ way to ensure that a team actually stays and
plays games that they have no desire to play.

As
a case in point: in Division I, the bottom four
teams at the Swarthmore SCT did not play 12 games. All
of them were offered a 12th game, but none of them
chose to play it. So that, at least, cannot be held
against Swat.
