Instead of doing a random draw, I think it would
be an improvement if CBI decided to just pick the
2nd place finisher based on stats. This would be
fairer in that it would take into account the reality
that not all regions are of equal strength. It would
also make for a stronger field, which means at least
something when it comes to the respect a tournament winner
receives.
