The real value of unreleased invitational packets is
that they can be used later in tournaments in
underserved areas. People who have had little or no
experience with the quizbowl format should not be expected
to write questions for it -- or at least not entire
packets. Running a tournament with questions off the Web
archive is obviously a bad idea, and NAQT charges
hectobucks for its tournament sets.
