The word "loophole" suggests
an unintended consequence, which is not true in this
case. Before the 1999-2000 season, NAQT's Division II
eligibility rules stated that a player could compete in
Division II for only *one* season. NAQT made the conscious
decision to change to the current policy of four years, as
long as you don't qualify for or play in an ICT, or
get a degree.

I'm not sure why the change was
made, but my best guess is that NAQT found that too few
people were eligible for D2, so this was an attempt to
equalize the numbers of players in each division. From
what I can tell, NAQT has a strong preference for
separating the D1 and D2 teams in sectional play, but it's
not feasible to do this when there are too few D2
teams.
